State Testing (PSSA & Keystone Exams)

Pennsylvania State Testing

Pennsylvania students participate in statewide assessments, including the PSSA (grades 3–8) and Keystone Exams (high school), to measure their progress in subjects like English Language Arts, math, and science. These assessments are required under the Every Student Succeeds Act and help schools evaluate student learning, guide instruction, and ensure all students are meeting Pennsylvania’s academic standards.

  • Each year, our district participates in the Pennsylvania System of School Assessment (PSSA), a statewide standardized testing program designed to measure student proficiency in English Language Arts, Mathematics, and Science. These assessments provide valuable insight into how well students are mastering state academic standards and help guide instructional planning at all levels.

    Our district places a strong emphasis on preparation, not through “teaching to the test,” but by delivering high-quality instruction aligned to Pennsylvania’s academic standards throughout the year. Students are encouraged to develop critical thinking, problem-solving, and reading comprehension skills that will serve them well not only on the PSSA, but in their overall academic journey.

    We also recognize that testing can be a source of stress for some students. To support their well-being, we promote healthy habits such as getting a good night’s sleep, eating a nutritious breakfast, and maintaining a positive mindset. Staff members are available to provide encouragement and reassurance throughout the testing period.

    The results of the PSSA are used by educators and administrators to evaluate curriculum effectiveness, identify areas for growth, and celebrate achievements. While these assessments are only one measure of student learning, they play an important role in helping our district continuously improve and ensure all students are on a path to success.

    Chapter 4 of Title 22 of the Pa. Code (22 Pa. code 4.4) provides for the right of any parent/guardian to excuse his/her child from the state assessment if, upon inspection of the testing materials, he/she finds the assessment to be in conflict with his/her religious beliefs. This is the only basis under Chapter 4 rules for a parent/guardian to excuse his or her child from the statewide assessments.

    Guidelines for opting out of State Testing are as follows:

    STEP 1:  Parent send a letter to building Principal that you plan to opt out or call the Guidance office.

    STEP 2:  Parent review tests at school.

    STEP 3:  Parent send a letter stating that you have reviewed the test and are opting out for religious beliefs.

  • The Keystone Exams are end-of-course assessments given to high school students in Algebra I, Literature, and Biology. These exams are designed to measure how well students have mastered Pennsylvania’s academic standards in each subject area. Students typically take the exams after completing the corresponding course, allowing schools to evaluate understanding at the appropriate time.

    Keystone Exam results provide important information for both students and educators. Schools use the data to guide instruction, identify areas where students may need additional support, and improve curriculum and teaching strategies. For students, the exams can also play a role in meeting graduation requirements, although alternative pathways are available for those who do not demonstrate proficiency on their first attempt.

    While the Keystone Exams are an important part of Pennsylvania’s assessment system, they are only one measure of student achievement. Schools also consider classroom performance, coursework, and teacher feedback to ensure a well-rounded understanding of each student’s progress and success.

    Guidelines for opting out of State Testing are as follows:

    • Prior to each testing window, assessments will be available for review by parents and guardians. The assessment must be reviewed on district property and district personnel must be present at all times. Districts must provide a convenient time for the review.
    • Parents and guardians must sign the Parent Confidentiality Agreement. Parents and guardians may not photocopy, write down, or in any other manner record any portion of the assessments, including directions.
    • If after reviewing the test parents/guardians find the test to be in conflict with their religious beliefs and wish their student(s) to be excused from the test, the parents/guardians must provide a written request that states the objection to the Superintendent or Principal.
    • If the student is excused from the assessment due to parental or guardian request, school personnel must provide an alternative learning environment for the student during the assessment.
